Good news, Ms. Director - our most recent intel-gathering operation was a resounding success. CYCLOPS now has insight into FIST's requisitions process, thanks to a new report entitled ARMS. This document allows FIST operatives to coordinate long-term projects (constructing mobile weapons platforms, tracking down supernatural artifacts, etc.) outside of normal mission parameters. ARMS also includes "an extensive list of costs and complications that can help any referee trying to figure out a new way to twist someone's fate on a bad roll". More coded language, it seems. Rest assured, the best CYCLOPS codebreakers are working around the clock to decrypt this "tabletop role-playing game" cypher.

ARMS was leaked from the archives of a hacker using the codename @tarrasque94 on Twitter. While this information has been incredibly useful, it goes without saying that this "tarrasque94" is a major security risk. I've already targeted the source's GPS coordinates using our global satellite network - just give the word, and I'll fire up the orbital laser.
